Under the direction of the Clinic Manager, supervises clinical operations of the Disease Surveillance program in a manner consistent with the policies and procedures established for the Health Department by the Board of Health, Responsible for the supervision of subordinate staff.
Essential Duties
Must be capable of regular and predictable attendance at a specified location to perform assigned tasks.
Supervises clinical disease surveillance services of HIV, Hepatitis, and sexually transmitted infections, outreach, targeted testing, and clinical child and adolescent services.
Collaborates with the interdisciplinary team to promote best practice, flexibility, high morale, and productivity.
Collaborates with clinical laboratory service provider to enhance capacity during clinic operations.
Collaborates and provides assistance to the Vaccine for Children Coordinator.
Utilizes the electronic health record system to schedule, monitor, and document clinical services.
Provides clinical support capacity for triage, partner services (counseling, testing and referral for HIV/STD and Hepatitis), STD treatment, child and adolescent visits, child and adult vaccine administration and direct observed therapy (Tuberculosis).
Assists with supervising employees in accordance with county policies and applicable laws and collective bargaining agreements.
Responsibilities may include assisting management with interviewing, employee development; planning, assigning, scheduling, and directing work; appraising performance; enforcing work rules; addressing complaints and resolving problems.
Assists management with the development of policies and procedures.
Monitors and maintains the implementation of the Laboratory Quality Management System
Other duties as assigned.
Supervision is received from the Clinic Manager.
Functional and/or administrative supervision is exercised over Public Health Nurses, Community Health Workers, and Advanced Registered Nurse Practitioner.

Qualifications
Bachelor of Science in Nursing is preferred OR an Associate’s degree required.
Must possess current license as Registered Nurse valid in the State of Iowa.
Minimum of 1-3 years of related work experience required; supervisory experience preferred.
Must be able to possess a valid Driver's License in the State of Iowa and be insurable under county guidelines.
Must be able to interact with persons from varied socioeconomic and cultural/racial/ethnic backgrounds, as well as sexual orientation.
Considerable skill in nursing techniques.
Experience with a clinical electronic health record system.
Demonstrated leadership abilities and goal attainment.
Ability to successfully obtain skills in Partner Services for HIV and sexually transmitted infections.
Ability to make sound decisions under moderate stressful situations.
Ability to read and comprehend technical reports and regulations.
Knowledge of federal and state communicable disease laws and regulation preferred.
Excellent written and verbal communication skills are required.
Must be proficient in web-based computer software applications and Microsoft Office.
